SCDF kowtowing to Exxon mobil?

SCDF was reported that it withdrew charges against Exxon-Mobil in a case which it was denied entry to a refinery to put out fire,determine the cause, and ensure that the fire safety manager notified the Commissioner of SCDF immediately of the incident.

We know that Exxon-mobil is a big investor on Jurong Island, but it can’t push its way around and forbid national firefighting team to do their work. To make it worse,it probably applied pressure to force SCDF to drop charges. Was the law properly enforced in this case?
